2008 Resources for Alumni
■ Overview:
In early 2001, IIE and the U.S. Department of State established a new opportunity for Humphrey alumni called the Humphrey Alumni Impact Awards.
The Impact Awards are jointly funded by the U.S. Department of State and IIE’s Fulbright Legacy Fund. These grants (which will be awarded annually on a competitive basis) allow Humphrey Fellows to pursue objectives that expand the impact of the knowledge and skills that they gained as a result of their Humphrey Fellowship experiences.
■ A Sample of Past Funded Projects:
• conduct a continuing medical education program using teleconference system between doctors in the U.S. and Burma
• design and implement a study on the unintended consequences of the new regulations on psychotropic substances in Tajikistan
• organize training for local educators on building the institutional capacity and quality of the newly-decentralized school system in Mali
• development of group psychosocial intervention techniques for HIV positive drug users in Saint Petersburg, Russia.
■ Eligibility: All Humphrey Fellows, past and present, are eligible to apply for an Alumni Impact Award.
Please note that alumni currently residing in the United States are not eligible to apply.
If you are a current Humphrey Fellow, you would be eligible to apply for an Impact Award during the next round of the competition, as long as your proposed activity would take place after you return to your home country. You would not be eligible to apply if you plan to extend your stay in the United States.
If you have already received an Alumni Mini-Grant, you are still eligible to apply for an Impact Award. However, depending on the availability of funding, priority may be given to Humphrey Alumni Impact Award applicants who have not already received Alumni Mini-Grant support.
■ Funding Guidelines: Grants range from approximately US$5,000 to US$10,000 (maximum), with cost-sharing/third-party funding strongly recommended. A complete budget submission will be required as part of the application.
■ Review Criteria:
1. Enduring Significance of Project Objectives: Project objectives should have significant but realistic impact on the institutions, communities, or organizations with which the Humphrey Alumni Impact Award applicant is cooperating.
2. Creativity and Feasibility of Proposed Activities: The means proposed for achieving project objectives should be creative, feasible and realistic within the timeframe and budget proposed for the project.
3. Relevance of the applicant’s Humphrey Fellowship Program Achievements to Project Objectives and Proposed Activities: Projects should build on the knowledge and skills acquired by the Humphrey Alumni Impact Award applicant during the Humphrey Fellowship Year.
4. Project Evaluation: Proposals should outline a methodology for determining the degree to which a project meets its objectives. The evaluation should include observations about the project’s influence within the participating organizations as well as their surrounding communities.
5. Institutional Commitment to Cooperation: Institutions or organizations participating in the project or benefiting from it should demonstrate their commitment to the project and to on-going cooperation with the Humphrey alumnus or alumna to reinforce the impact of the project’s achievements.
■ Alumni Impact Award Timetable:

-- Deadline for receipt of proposal by IIE: August 31, 2007
-- Awards announced: December 2007
-- Interim progress report due to IIE: May 1, 2008
-- Funded activities completed by: December 31, 2008
-- Final summary and financial report due to IIE: January 31, 2009
■ Obtaining an application: Alumni Impact Award applications are available on the IIE website, under “Program Resources for Alumni". Please complete and print the application (with all of the necessary corresponding documents - as well as an electronic version of the application) to the Humphrey Program Office at IIE/New York no later than 31 August 2007.
